The idea of regulating the ability to grow vegetables in a garden is absoutely ridiculous and would be an overstep of the government's powers (I think anyway). That being said, the actual bill is not as severe as that link makes it out to be. It focusses more on the distribution of goods, it isn't out to regulate or stop the average joe from growing vegetables in their backyard.
